LOT13 Deed
Since the inception of our community BCLCA has enforced the deed covenants as written. This has very effectively protected all our properties. What will happen once these covenants are broken? How will this effect your property? What will be this Executive Committee's next bad idea? DOG PARK, PAVILLION
The document pictured above and to the right are only some the restrictions conveyed to EVERYONE who would purchase the subject property-LOT13. When BCLCA purchased the property they agreed to these restrictions just as each member did when they purchased their home in BLC. These Deed Covenants cannot be lawfully removed from the property itself (PA Code).
This isn't just about LOT13, It's about EVERY MEMBER'S PROPERTY RIGHTS. Could you fight this fight if they decided the Dog Park goes next to your house? We should not have to use the Law to force our Board to do their job. But that is exactly what I am doing, for my neighbors.
The LOT13 Project : HAS NO PLAN. Or maybe it does but they are not sharing what it is. The Board has failed to publish one single picture, drawing, or even description of what they intended to build or develop. WHY? They don't want to tell you that your money will go into a project that 95% of members will never be able to use.
The LOT 13 Project: HAS NO BUDGET. That's a fact - The Board has voted and approved the 2022-2023 Budget on our website. It appears that they allocated perhaps $2500 for a new attorney's retainer - ?60003C - Contra $2500? The Board has provided no explanation or description for this line item or most others. In fact the only thing he did explain was that they are saving $30,000.00 for something management related.
Your President is telling you "YOU just bought a car, we can't tell you what kind nor can we tell you what condition its in, AND we can't tell you how much it cost you" but its going to be great- Trust US WE KNOW BETTER THEN YOU..
What would you do if this were next to YOUR HOUSE?

We all survived another icy BCL winter. Nicer weather has arrived, and many members will be considering landscaping and other projects to maintain and improve our lovely community. I would like to remind all members to check and see if any permits are required before you begin any exterior work.
If you are contemplating any exterior building projects, please check to see if BCLCA or Penn Forest permits are required. For example, any fence installations now require both permits. Also please remember that our current covenants prohibit any detached garages. Any applications for detached garages will be rejected. All tree removals require a BCLCA permit. Driveway paving requires a permit. Members should verify the location of your property pins prior to planting trees or shrubs near the roads. Members need to confirm that any plantings are not on the association’s property along the roads. There are other restrictions and considerations as well so please be sure to contact the office to verify all requirements prior to starting any work.
Please check with the office before beginning any exterior project. Our rules and permit process protect all members in the community and the permit committee is happy to help and assist members with any issues. We do not want to have to issue any citations or stop work orders to anyone. Forethought and planning can make any project move more smoothly.
